If some trades are inaccessible in Online Enquiries, or you are unable to create bills or letters, ensure that the trades still exist in the Estimate. If Online Enquiries has been opened on that project at a time when a trade was included in the estimate, then it will be added. It will not be removed if that trade is subsequently removed, and cannot be.
If you have used clones or renamed another trade etc, then Online Enquiries may not recognize them as being the same thing, so on re-adding the trade you will most likely find that you have two copies. You will need to be careful to ensure that you are working on the correct one.
If the Trade Bills are working for others and the issue appears to be with the current project only there could be an issue with the Estimate. As the Trade Bills are created from the Estimate an error could stop it generating the trade bills.

Select Check Job
Click Preview
Press OK
See if any errors are found/cleared, or show an error message that gives more information.
