The documents should be visible in the "Show individual documents" section at the bottom of the enquiry.
There is a 2GB limit on creating the .zip file for download, so when the amount of documents exceeds this, the .zip cannot be created. If your documents have been uploaded all together, this will usually mean that the .zip is not available at all, however, if the documents were uploaded in batches, the .zip will be present but missing the files which pushed the total over 2GB.
You will have to reduce the amount of documents (by file size - number of files does not affect this). Where all the documents are required by that trade, it is usual to separate the enquiry into two smaller ones.
This would usually be done by creating a subcontract resource called 'Supplemental Documents' where the documents are to be sent to multiple different trades or, '<tradename> Supplemental' where they are only relevant to one, assigning it to a single (possibly dummy) item, assigning it the extra documents and then sending it to the relevant contacts with no Trade Bill.
If the issue is not the 2GB limit then removing and readding a document, it will force the download folder to recreate and all files should then become visible, try sending the enquiry to yourself to check the documents are visible.
