Trade Bill Import crashes

The Trade Bill uses a dash as the delimiter between Title Bills and Sub-Bills. If a Trade Bill is created from a project which has a dash in the bill name then the system will process this as a Title and Sub-Bill and try to create these. If several bills have the same text before the dash (ie, Block A - Prelims, Block A - Substructure etc) then the system will try to create two Title Bills in the Bill Structure with the same name, which is what's causing the crash.

To get around this, remove the dashes in the Trade Bill before importing it or replace them with another character, such as an underscore.
