This error is usually received when the license driver wasn't installed before you began the installation process. The license driver can be installed by following the below steps:
Download the license driver from HASP driver section (Q Series License Driver V8.15 CMD Installer)
Save this file (haspdinst.exe) to the C:\Temp folder (create if not there)
Open the Command prompt as Administrator
Enter the following commands separately and press Enter after each one.
CD\
CD temp
haspdinst -iTo check if this has worked see if the webpage http://localhost:1947 opens. If it does carry on.
