There is not a way to remove all resources from a project at once, however, it can be done in two steps
Highlight the first item
In the Buildup box select Clear
Go to Copy Buildup. With the first (now blank) item selected, click From Item
Highlight everything else
Click To Item(s) this will copy this to every other item
