When working in Comparisons there is no range function for Included or Declined; it is a manual process done item by item.
To set an Item as Included/Declined:
Select the Items Rate Cell
Press I or D on the keyboard, it will set the item to included or declined and move to the next cell.
Alternatively, in Comparisons, Plug, press I or D.
