Comparable Resources (i.e., Subcontractors, Quoted Materials) work 'backwards': The Rate is always 1, and the rate provided by your subcontractor is entered into the Quantity.
The reason for this is that the Rate is the same for all instances of a resource on a job - changing it in one place changes it everywhere. Therefore, to have differing amounts on different items means changing the quantity, not the rate. It may be easiest to think of it as lots of £1 worth of that service or material.
