When importing bills, you can specify the page number the import should begin on. For example, you may have a bill with four pages of items in already, and be given a file to import. To ensure that the items do not clash, you should set the start page when importing the bill to 5.
If you have already imported your bills and wish to change the page numbers, you can do this by right-clicking on the first item for which you wish to change the page and selecting Rereference. This does not have to change the references - it can also be used to increase the page numbers by a set amount, or to set the page numbers to a specified value.
