No, measures are intrinsically linked to the drawing that they were taken on, and the system has no way of knowing that the same drawing has been uploaded to two different projects.
You can, however, use another project as a starting point when creating your TakeOff, using the Based On feature. This will copy the selected aspects of the current project to the new one.
There is no way to copy measurements between projects which already exists.
