In most cases this is a Windows error that means Permission Denied.
IT will need to ensure the user having the issues is set up with the correct access to the File Share folders. Users should have read/write/modify access to the Application folder and to the File Share location for all folders/subfolders/files.

When a new/specific users tries to make a project current the following is received: 'Error initialising Estimating: Unknown Error 13' Followed by a permission denied viewing the File share location All other users can open the projects fine.
