While it could be expected that this would be a permissions issue on the Configuration folder, the only time I have ever seen this, it was caused by the icon pinned to the taskbar being incorrect. The one on the desktop functioned correctly, so I unpinned the one on the taskbar, pinned the one on the desktop and the software functioned as expected.
